Public consultation begins on tall buildings design guidance for Leeds

Public consultation is now underway on the Tall Buildings Design Guide for Leeds.

Designed to advise on buildings that are taller than their neighbours, the guide provides advice on where tall buildings may be located and what design principles should be followed.

The consultation is now live, and will run until 5pm on Monday 30 September 5pm and can be completed online at www.leeds.gov.uk/tbspd

The guide is a refresh of the original version adopted in 2010, and was endorsed by the development plan panel last month to now go out for public consideration.

Particular regard in the guide needs to be given to the effects of tall buildings on climate change, including the use of energy, orientation and wind. Well-designed tall buildings in appropriate locations can be very sustainable by reducing the need for travel and optimising opportunity to use public transport.

Leeds City Council executive member for climate change, transport and sustainable development Councillor Lisa Mulherin said:

“This is an opportunity to sharpen our advice on tall buildings having regard to the council’s climate change emergency. We need to make sure that tall buildings are in the right locations to take advantage of accessibility to good public transport, employment and other facilities so that the need for travel, particularly by car, can be minimised.

“Location and design are also important to ensure tall buildings complement Leeds’ skyline and visual character and to ensure that the effects on wind are safely managed. I would encourage anyone involved in the development of Leeds to look at this guide and give us their views.”

All of the views received will be considered before a final version of the guide is produced which will be adopted by the council as a Supplementary Planning Document.
