Regeneration proposals for large Leeds’ brownfield site given go ahead

Plans to regenerate a large piece of brownfield land located on a main route into the city centre have been approved in principle by members of Leeds City Council’s City Plans Panel.

Developers will now move forward with a range of proposals for the Low Fold site on East Street, which has been left vacant for a significant length of time. Featuring in the plans include the building of 150 energy efficient homes consisting of three and four bed properties and 162 flats made up of one and two bed flats. These will sit aside schemes to introduce high quality public green space areas at the site and a proposed pedestrian and cycle river bridge to improve access to facilities and opportunities residing in the south bank area of the city.

Councillor Jim McKenna, chair of the City Plans Panel said:

“Given the merits of this particular application which we felt offered both a highly sustainable and innovative approach to city centre living, the City Plans Panel has taken the unanimous decision to approve in principle plans by developers for the Low Fold site on East Street.

“These proposals will not only play a key role in regenerating a long vacant brownfield site and provide much needed new housing, they will also considerably improve connections between East Street and Richmond Hill and the emerging facilities and jobs within the south bank of the city centre.”
